Terry has been advocating for a variety of interests in Washington, D.C. for more than 25 years, focusing mainly on transportation, infrastructure and local government issues. Over his career, Terry has helped to secure hundreds of millions of dollars for Pennsylvania and Allegheny County governments and employers.
Terry has been particularly successful in securing congressionally directed funding (earmark) projects. Terry’s clients have received more than $50 million in funding for projects ranging from adult literacy projects to at-risk youth programs to traditional infrastructure projects. On the municipal side, Terry has worked on everything from human service projects dealing with drug addiction and homelessness to hard infrastructure dollars to rebuild transit stations, rebuild critical municipal infrastructure, and economic development assistance.
In recent years, Terry quarterbacked the efforts to secure approximately $75 million for Pittsburgh International Airport (PIT) and $15 million for the East Liberty Transportation Oriented Development project, among others. Terry was also a key part of the team that secured a $98 million Small Starts grant to implement the Bus Rapid Transit (BRT) line through in Pittsburgh.
Terry crafted a plan that resulted in the City of Pittsburgh securing a 168-acre piece of federally-owned real property valued at $100 million for a total fee of $1. This transfer of property is intended to become a public safety training campus for police, fire, and paramedics. The project will allow the City to collocate existing services and training facilities to one central campus thereby making many smaller parcels throughout the City available for private development, which will expand the tax base.
Terry has relations throughout the federal government that he leverages to make introductions for his clients. Leveraging his relationships, Terry has been able to help clients find solutions through grants and ensure that clients are able to meet with federal stakeholders. Further, Terry has been instrumental in arranging local visits from federal officials to review client initiatives.
Earlier in his career, Terry was the primary federal advisor to Pennsylvania Gov. Mark Schweiker and directed the governor’s Washington office where he also served under Gov. Tom Ridge. In this capacity, Terry was the principal federal lobbyist for PennDOT, PA Departments of Labor, Community & Economic Development, and other departments of the Commonwealth.
A Pittsburgh native, Terry holds a BA from the College of Wooster where he studied history and political science. He resides in Alexandria, Virginia with his wife and son. Terry is an active advocate for his son’s dual language school and is on the Alexandria Lacrosse Club board.
