Federal Lobbying

Summit Strategies is a bipartisan federal lobbying and strategic advisory firm with offices in Washington, D.C., and Portland, Oregon. We have secured hundreds of millions of dollars for clients through federal grants and Congressionally Directed Spending. Our success stems from deep, bipartisan relationships on Capitol Hill and throughout the Executive Branch, combined with an in-depth understanding of the policy levers that influence decision-making at the federal level.

Summit specializes in representing municipal governments, public agencies, and private-sector entities on a range of federal issues including transportation, infrastructure, housing, economic and urban development, energy, and environmental resilience.

In addition to our public-sector work, Summit also advises private entities—including universities, mission-driven nonprofits, infrastructure developers, and companies engaged in public-private partnerships—on navigating federal policy, securing funding, and engaging with federal agencies.

Summit offers a full suite of services designed to advance your objectives. These include developing short- and long-term advocacy strategies, identifying and pursuing federal funding opportunities, preparing policy and grant materials, organizing strategic fly-ins to Washington, D.C., and providing direct advocacy with Congress, the White House, and key federal agencies.

Summit understands the unique needs and challenges of both public and private clients. We bring significant experience across multiple policy domains—including public safety, infrastructure, transportation, affordable housing, environmental restoration, and economic development—and maintain strong working relationships with federal agencies such as the U.S. Departments of Transportation, Housing and Urban Development, Energy, and Justice; the Environmental Protection Agency; and key sub-agencies including FHWA, FTA, EDA, and the U.S. Army Corps of Engineers.

This depth of experience and connectivity equips Summit Strategies to effectively represent clients of all types and ensure their priorities are heard—and met—at the federal level.
